Feuilly does have a dog! Possibly two dogs, or equal shares in two dogs, or...well, however you want to calculate ownership, Feuilly definitely walks two dogs. And he has a pretty sharp eye on Lady, so when she bounds up to someone he's already calling her and hurrying Hector along to catch up. (NB: Lady doesn't listen, and Hector doesn't hurry.)
